What are your HOA/condo rules for parking spaces in garages?

Does anyone have any rules and regulations for renting out garages in a HOA? We have eight extra garages. One of the owners had her boyfriend living with her. She rented a garage for his Corvette. They broke up. He moved out. She moved out of state and is now renting out her condo. His car still remains in the rental garage basically in storage. In other words, we have become an unlicensed storage business. We don't have rental leases - should we? I live in a winter climate. We have a lot of cars in the parking lot because when the property was built, owners primarily had one car. Now we have a lot of two-car owners and renters. It is a pleasurable thing to be able to have your car in a garage so it starts when it is 20 degrees below and so you don't have to scrape ice and snow every time you go somewhere. Plus it gets cars out of the lot for when the snow plow comes. For rental garage rules, what do you think?

• If an owner is not using his/her own garage for vehicle storage but is using it to store stuff, should that owner be allowed to rent a garage? 

• We are getting more and more renters. Should renters be allowed to rent a garage or should owners get priority?

• Should owners be required to use the rental garage for a vehicle rather than for stuff or snowmobiles or motorcycles?  Should owners be allowed to store vehicles and/or stuff for their family and friends?

• Should absentee owners who rent out their condos be allowed to rent a garage? 

• If an owner rents a garage and moves off the property, should they have to give up the rental garage? 

• Should there be a waiting list for rental garages? We used to do it by seniority. Availability was posted, and the owner who had lived in the association the longest got it.
