HOA board won't live up to responsibilities for grounds maintenance


Question:

Who is responsible for a drainage problem that wasn't there the first four years I lived there? The HOA was forced by our Board of Health to add soil to my property which may have changed the grading and now when it rains for more than a day or two, the grass is gone and I have mud. The HOA in the past 10 years has put down sod twice and it died when it rained. I have seeded myself only to have the grass die after a few days of rain.

My beautiful area is horrible right now with moss and the HOA doesn't want to solve the problem. Any advise as to what I can do to make them maintain the property. They also removed beautiful shrubs when they put down the additional dirt and the property manager knew of this and never replaced them.
