# Can condo association discount annual fees to owners who pay in full?

I am President of our [condo association](https://www.condoassociation.com/CondoAssociation/tabid/83434/Default.aspx), and came up with the idea of offering discounted [assessments](https://www.condoassociation.com/blog/tabid/19257/bid/9791/Different-Types-of-HOA-and-Condo-Association-Assessments.aspx) (one month free) if owners paid the full year before Feb. 1st. The [property management](https://www.condoassociation.com/property-managers/tabid/96982/Default.aspx) company stated they've never done that before, and were concerned it could be considered as punishing those who couldn't pay in full. We need the money early in the year to pay a [flood insurance](https://www.condoassociation.com/condo-association-insurance/tabid/81732/Default.aspx) bill. Can we do this?
