I have had noisy upstairs neighbors who have no insulation under their tile floor. I hear them day and night. The owner refuses to do anything about it. I understand that there is a new Florida law, as of October 2010, requiring condo owners to place insulation under their tile or face a $2000 fine. What do you know about this?
