Can the [HOA](https://www.condoassociation.com/CondoAssociation/tabid/83434/Default.aspx) mandate that the charges for Cable TV and Security be charged against all members through monthly [assessments](https://www.condoassociation.com/blog/tabid/19257/bid/8267/About-Condo-Association-Special-Assessments.aspx) charges- regardless of whether the individual owner benefits from Cable TV and/or Security System available; this may be due to seasonal residency etc. No mentioning of this in covenant or [by-laws](https://www.condoassociation.com/blog/tabid/19257/bid/12066/Making-amendments-to-condo-association-bylaws.aspx). The building complex is fully completed and construction company is "out".
