A homeowner in our
condominium association is complaining of second hand smoke from the homeowner below. The complaint has asked the Board to ban all smoking inside units, or at least fine the smokers using the "nuisance" clause in our
bylaws. At this point, the Board has maintained that the issue needs to be resolved between the two homeowners. Is this the best course of action?
