Can condo association ban sliding information under units door?


Question:

Can you have a rule that prohibits you from sliding information under a condo unit's door? I'm a member and an association and the board is voting on a city proposal. I thought that the BOD was not telling members both sides in order to get support for their vote. So I put the oppositions information and a note from who was supplying the information under everyone's door. The board said that was against the House Rules which said you could not store items in the hallways and I was probably violating private property by sliding it under a unit's door. Of course people leave 'Thank You' notes under my door and cookies in boxes outside my door. I understand that something in the hall can be prohibited, possibly a even a fire hazard, but sliding notes under your neighbors doors too? Is that illegal?
