Un-cooperative condo in need of repairs costs the association money


Question:

We have had an ongoing problem in our condo for a year and a half regarding a leaky sliding glass door. The builder has tried to fix it several times unsuccessfully, and about two months ago came to us and determined that the leak is coming from the upstairs unit. Here's the problem - the owner of the upstairs unit has changed their locks and refuses to let the management company/builder (same person) in to fix the problem.  The one time the actually agreed to let them in to do the work they canceled the last minute. Now for the last two weeks they have been not answering the door or the phone although we can hear them stomping around up there. So what can we do about this? Are they required to let the builder in to fix this problem and if so how do we get them to let them in?
