Condo president keeps requesting reimbursement for repairs


Question:

I am part of a four unit condo association where the president consistently submits bills for his time on repairs (necessary or unnecessary) to the treasurer which is me. I expressed to him that, "It is common sense that individual condo owners should do normal things to maintain the common areas surrounding their residence. To compensate an individual for time spent doing these minor things would be the equivalent of giving that individual a blank check." Any suggestions at how to reason with this individual? Keep in mind that he is $1800 late in dues and has asked four times to be compensated for being president?
