Condo owner gets $1000 pet fee bill from HOA after seven years

Question:

My HOA has sent me a letter stating that I need to pay $1000 non-refundable pet fee after seven years living in my condo. Why? I own my condo. I dont understand the reasoning behind it. If I dont pay can they remove my pet?
