Contractor working on condo building with permits. Who is liable?


Question:

Our condo building is starting riser repairs but permit issued is only for one tier. Management sent memo that water will be off for 10 days in kitchen in two tiers. Also, permit was issued to a contractor, after three month delay, who is not the contractor actually doing the work. Is the condo President (he signed the agreement) personally liable for damages?
