How does HOA deal with delinquent and non-paying owners?


Question:

I am treasurer of a four unit building, with very low condo fees and mounting expenses. We are almost broke. One owner/occupant was behind several months when I assumed the treasurer's position. He ignored a certified letter. He eventually paid his six months past due fees when I confronted him explaining that one more tank of home heating oil would deplete our funds to near zero dollars. This was approximately one year ago. He has since skipped one or two months at a time and is now, March, 2012, six months behind again. What are my options? I have no prior experience. I learned after being elected, that the delinquent owner wanted to be the treasurer and they other owners were tired of dealing the delinquent members lack of responsibility. What are my options?
