Can condo owner buy common property from association?


Question:

We have a common area that we use as storage for owners to rent and pay a monthly fee. The owner right next to the space has her furnace in that same common area because she needed an outside wall and the storage area is against the outside wall and she's to the left of that. She is responsible for that furnace, maintains it and actually is heating that common area and the association doesn't give her any money towards her electric bill. I am the new president and I question this as 100% common property because her furnace is in there and she maintains it and not the association. She now wants to buy that entire area because it's not being used and our bylaws say we need 100% vote to pass this, but I question WHY? Her furnace is in there. The association gives her nothing for her heating that common area so to me she has a vested interest in the common property. What is your take on this? I feel there's a big loop hole in our bylaws that have never been defined under the "common area" In the past, people have rented those slots, the association collected the monthly funds, but that homeowner received nothing while her own furnace has been keeping that warm and cool. I feel she's been getting ripped off. Need some thoughts.
