Property manage refuses to fill out HOA questionaire

Question:

We have an HOA property manager not signing off on our HOA questionnaire to close our refinance escrow because he states one owner who owns six units has a delinquency and he cannot put the correct delinquent amount on the HOA questionnaire. Does not seem fair that because of that our refinance is not going to close. Please advise what I can do here, thank you!
