Are condo board president and manager being bribed?

Our condo board and manager signed contract with company that has no license to do riser repair and plumbing. The project is delayed because city will not issue permit. Correctly so. Board President refuses to share company's certificate of insurance, license, etc. and has only communicated that it is city's fault we don't have permit. Illegal contract.. we think president and manager may be receiving a fee from this company they hired.. what do we do?
