Does your condo association have a state ombudsman?

Based on a post above I did a little google research on CA HOA law. It mentioned a statute for a ombudsman office for HOA and condos.? I would like to know how that is working if at all, and what other states have ombudsman for condo unit owners and boards? What do the do and how are they working in states where they have them? I would also like to know what government resourses are available to resolve the usual condo disputes in other states. I am gathering information to write my state legislature.
