Can condo Association board members ignor CC&R's?

Question:

Our association is composed of three board members. Two of them ignore the CC&Rs; and even ignore a legal statement from a lawyer that the board must follow the CC&R.; Can the president have the authority to ignore the two other board members and enforce that the CC&Rs; are respected and followed?
