Condo damaged from faulty duct work. Who is responsible?

I own a condominium in Virginia and recently discovered that the dryer vent was never actually connected to any duct work and has been blowing hot wet air into the sub-floor. I believe this is the reason my floors have warped as well. Who is responsible? I have read the condo docs and it says that any "utility" that is for the soul purpose of the unit is the unit owner's responsibility. I am assuming that everyone else's vents were properly vented as they have not had the floor issues I have. I also am assuming that each unit has a separate venting duct. Am I responsible when there was no actual vent ever hooked up?
