Can condo association board secretly count election ballots.

Can the board of directors and the management company elect a new board without counting the ballots in front of the unit owners? I was under the impression that they had to call a special meeting to count the ballots and announce who was elected. That did not happen at our condominium, we got a letter saying that the old board members were re-elected. We know that's NOT true.
