What are the requirements for FHA certification of a condo complex?

Under the recently released FHA Mortgagee Letter 2012-18, to have a condominium complex certified, the individual submitting a condominium project for approval must certify that "they have reviewed the project application and upon advice given by an attorney it meets all State and local laws". Does this require an attorney's review of the CC&Rs and By-Laws? What would an attorney specifically give advice on? It appears that FHA streamlined its requirements with this Mortgagee Letter, but needing to pay for an attorney's opinion may make the certification cost-prohibitive for a small condominium complex.
