How can a condo owners stop or put a hold on a board decision?


Question:

The specific issue is removal of a tree. The tree has four large trunks, one is leaning toward the street and they want to remove the entire tree. I believe that removal of the one trunk could save the tree if the other trunks could be saved. I don't know if this has been considered. I wasn't at the Owner Meetings when this was discussed. I don't yet know what is in the CCNRs Is this considered a "repair?" Our condominium has 70% renters and only 30% owners. Usually only 15-20 owners come to owner meetings. Now no Board Members live on site. Renters are not allowed at meetings. I am told our Board meeting minutes are not available. that they are private. I thought at least with a Board Members permission they could be seen. Is this correct? Should the requests for proposals that the Board sent out be available? I don't know if the Board or an arbor specialist recommended the tree removal. Any help will be greatly appreciated. I will be reviewing the CCNs
