How/what late fees can a condo association or HOA charge?

Question:

We are trying to motivate owners to pay their fees and pay them in time. Can the association charge late fees on: Fines Move in/Move out fees and late fees on late fees? My understanding that we can not file lien for fines and late fees? But should not issue clean certificate 6d. Association is in Massachusetts.
