Can association restrict tenant use of common areas?

Question:

Can a Condominium Association Board restrict tenant use of common space if owner of unit is delinquent in HOA fees? Lets assume there is no language in Rental Agreement to adhere Tenant to Association by-laws or Condo Declaration.
