HOA is trying to deal with a hoarder in a unit

Question:

One homeowner is a hoarder. The odor is getting worse daily. Can the HOA request to enter or does the HOA board member need to be accompanied by an agent to determine if she has roaches, pests, mice, etc. The bags of groceries and clothes and stacked everywhere when you pass by her condo and see them through the windows. Help.
