Massage therapist opens practice in her condo unit

Question:

Potential buyer plans (and is informing the board in advance of purchase contract) to have private massage clients at condo. She is fulltime RN at local hospital and is a licensed massage therapist. Our 1977 declarations and bylaws state residential only no business. Several other owners have quietly operated home business activities for years. If we amend our condo "rules" will that be sufficient. What about insurance issues if one of her clients put in a claim? We surveyed a few other owners and they saw no problems as long as parking only involved one or two cars.
