Condo owner threatens harassment to a policing condo board

Question:

Homeowner is threatening to file a harassment suit because the condo board sent written notice of rule violations. The notices were sent more than 6 months apart and concerned 2 entirely different issues. Does this homeowner have a case? Has anyone heard of this being done? It seems ridiculous but strange things sometimes happen.
