The HOA regulations said a maximum of 12' for patio construction

The HOA gave me a permit to build my patio 18'x22'. The regulations said a maximum of 12' because of the limited property limits on some lots, but also said they will approve case-by-case.
 
I presented them with drawings and an application form as they requested. They only want me to submit some photos to confirm the type of fence we are planning to install and I did.
 
A week later they notified me that I cannot fence more than 12' even though they approved the patio 18'. Can they do that?
