Unapproved fee increase to property manager

We (BOD) approved the 2021 budget. We did not notice a $600.00 per year increase in management fees. When we received the February financials with a $50 increase, I objected saying that we never approved the monthly increase . Our manager said it was approved in the proposed budget. No other board member objected. He is a vendor and increases must be approved and in the minutes. Am I wrong?
