Using absentee ballots?


Question:

Our condo association will be having its annual meeting in a couple weeks. With the meeting packet, an absentee ballot was included as well as a proxy form. This is the first time an absentee ballot was included in the packet. No where in the association's documents is the use of an absentee ballot mentioned. Only proxies are mentioned. The form states, "in order for the absentee ballot to be counted, it must be submitted with the owner's proxy for establishing a quorum. The absentee ballot allows for voting for the budget, board of directors, special assessment, as well as an advisory vote on an issue. Anyone heard of such a thing?
