Very loud footfall noise and other sounds in a 3 story condo

I live on the first floor of a 3 story condominium. We have very loud footfall noise and other sounds. Providence RI doesn’t seem to have rules that specifically address footfall noise. I have heard of cities in the US that require 80% or more of floors to be covered with rugs of a specific type that reduce these types of sounds by 40dbs. I want to talk to people who have been in this situation and who have had success changing their city’s codes. Please, advise me!
