Not casting a vote is the same as casting a 'no' vote for a special assessment. But, does it have a numerical value? Do we have to add the homeowner's voting percentage to our total count in the state of Washington? We need 51% to pass or reject a special assessment vote. The 'no' votes totaled 43% but the voting percentages of two owners who did not vote were added to the 'no' votes to bring the total to 51.06% I think the no is just a no, with no percentage value.
