What if owner won't pay special assessment?

Question:

One of our owners in our small condo of 6 units in RI, refuses to pay a recent special assessment due to issues he feels that he has with one of the other owners. He is paying his condo fee, but refuses to pay the assessment. Can he legally withhold the assessment? Also, can he be charged late fees? Can a lien be brought against him?
