What should be done when developer transitions HOA to owners?

Question:

I am In Florida in an HOA under ss 720, that is still under construction and about 55 % completed, If the developer transfers and deeds to all common areas over to the HOA does that constitute that the turn over has started. Also, who picks the transition team for the turn over.
