What's the best high efficiency boiler unit?

Question:

We are a 30 unit condo building replacing boiler system. We need more info on moving to high efficiency, seems to be more maintenance involved and now we find out we need to filter our water in the pipes for another $10,000 plus maintenance agreement on that? Where do we go to find what is best for our unit owners?  Des Plaines IL
