How do I place a lien on a condo unit in New Jersey?


Question:

Where can I locate the process for an HOA to place a lien on a unit in NJ. The charge is for repair to a common element. HOA is insisting an owner is at fault for the damage, but the fact is that their maintenance man did shoddy work to begin with. HOA sent a bill to an owner. Do they need a court order for a lien? Or can they file the lien without a court order and the owner needs to sue to have it removed? I've been trying to find a reliable source, but most is not state specific and only refers to unpaid dues.
