Who is responsible after property management is fired?

When the community manager is fired, and no replacement can be found in a timely fashion, someone has to "watch the HOA".

Can the board president take over? This is stipulated in our bylaws, but without monetary remuneration as that isn't mentioned in our bylaws.

Shouldn't they also temporarily step away from the board president role and turn it over to the vice president? This however isn't stipulated in our bylaws. Thank you.
