Who is responsible for maintenance of balconies, the HOA or the Unit Owner?
Should there be a split of responsibilities between the the HOA and the Unit Owner?
For example, HOA responsible for structural repairs of railings, base structure, roofing and Owner responsible for power wash cleaning, deterioration around sliding door, etc.
Are there any Delaware HOAs that have dealt with this issue?
