Who is responsible for damage from drain line?


Question:

This question is submitted by Catherine S. out of Lake Forest, CA

If the damages to my unit from a common drain line back up go over the deductible and the HOA refuses to file a claim with the master carrier, who is responsible for the damages and what is covered?
