Who is responsible for removal of bird nest inside vent on condo property?

Question:

Birds have created a nest in an outside vent cover that fell off. The Property Management company and Board are saying it's my responsibility and cited a section of the Master Deed. However, the Association has paid to have this same problem addressed twice in the past.
