Who Must Remove Snow from Condo Roofs?

When a condo association's governing documents assign roof maintenance responsibility to the association, does that obligation extend to snow removal when accumulated snow blocks a furnace vent to one or more units? I see it as a safety hazard, including risk of carbon monoxide poisoning and loss of heat, meaning the Board needs to act to remove the snow.

Is the association legally required to remove the snow since our condo documents state that roof maintenance is an association responsibility? And what can I do if the board refuses to act?
