Who pays for window repair?

I live in a condo building and the window sash needs repair.  I was told by the association that I need to pay for it - although it was in need of repair prior to me buying the unit.  Aren't windows common property that the condo association should pay for?  It will cost close to $5,000.  Dallas, Texas.
