Who should fix leaks from high water pressure?

Question:

My son recently had a leak in bathroom shower that plumber has traced to the water pressure being too high. At least one other resident in the 4 unit condo has dealt with the same issue. The HOA includes fees for water bill?  Who is responsible for repairs as a result of the high water pressure?
