Why are owners paying different property taxes in different units?

I live and own a condominium in Dekalb County Georgia. I keep track on spreadsheets of property owners/addresses/etc. Such as owners with exemptions, owners with no exemptions and owners with different mailing addresses. The other day I was updating them with owner changes. I decided to check every address with the online county tax records. Everyone seems to be paying a different amount in taxes. So I checked all of the tax records and the property records show property values anywhere from $49,000 to $78,000. Since the condos are all the same sq. footage shouldn't they all be taxed at the same value? I called the county tax office and asked that question and they said it was none of my business. It just doesn't seem fair that one person is pay $800 and his neighbor $1600 for the same sq. footage. Any thoughts on this?
