Why do condo associations limit number of dogs?

Question:

1) What is the rationale for some condos limiting number of dogs to two? 
2) What's the rationale for limiting certain BREEDS of dogs? 

I live in motel style condo, two stories with outside stairs. Feedback appreciated!
