Why does HOA board need executive session?

Should a board use executive session in a meeting of the board for common area repairs? My association had some common area damages which the board had an inspection company come out and give a report. Once the board received the report they said they had a meeting that was in executive session. Why would the board use an executive session to determine what repairs were needed?  Strongsville OH
