Woman renting condo claims "message therapy" business


Question:

A new owner rented his unit to a tenant who is conducting her business without a permit as a "massage therapist" - having many men parking their cars and awaiting for 'her services' as she takes walk-ins. Her 'guests' stay at her place for a minimum of two hours up to 4hrs at the time. Our neighbor who resided below her has moved out due to moaning and other noises up to midnight. He gets up at 4am to work for the Gov in the military. Her landlord -and client- says she is not changing the zone, but it's just a regulation. She moved in Feb and has been illegally doing this type of business to which we whole heartedly object - There is a pink sign on our lawn. This woman has caused a chaos in the building as she also brought a big dog and does not respect our house rules, the lawn is destroyed and will not use our dog run for that purpose!. She broke our dryer as she places the oddest blankets, sheets and rugs in it causing so much lint and does not even clean the lint holder, she spills her detergent and did not want to clean it despite my requesting several times. Our big problem is her business is not what she claims it to be. There are men knocking at her neighbor door and mine around 9 and 11pm!..
Only two people of the 5 owners have submitted their objection because two other owners are Landlords and their TENANTS are undesirable people with their unleashed dogs!.-which have ruined our yard. These people are way too disruptive and I as the President have the duty to write to their Landlords who in turn accuse me of being rude and unkind, etc. I have gone through a big job of re-doing two roofs, gutters, awnings, windows, flashing, pointing, etc. etc. in the course of the last 5 months - did not work for that time- and supervised all kinds of work done. These two investors don't care less, and still ask me to 'be understanding with their tenants!".. I need your help to make the two landlords pay for ruining the yard (they receive $25 from their tenants for the dog but keep it to themselves) so I'm the one stuck with the dog problems!. I know that this woman would probably not get our zoning code changed but the sole idea mortifies me!. - She is playing cool these days and is working from her old 614 ft unit at 6785 Arizona Ave from where she run out from and moved to this very decent neighborhood, due to many problems. -I would appreciate any assistance you may give me. Thank you
