Dry rot in condo building garage causing problems

Reckless Parking & Dry Rot. If any one has this covered in their CA CC&R's, congratulations! Some Garage (assigned per Deed) door frames are developing hidden dry rot until hit by a car bumper which causes them to shatter (along with the wall board/Stucco while not directly hit) while good wood would just loose a bit of paint. So who should pay for this repair ?
