Condo owner spying on common area with security cameras

Question:

Condo owner installs security cameras inside their windows & are recording their limited common element but their are also recording the common element. The common element is owned by everyone jointly. They never got Board approval. Our Declaration has a nuisance law & the board won't to anything. The attorney they asked for advise said it is no difference than taking picture. We live in the country, there is no crime and our unit are side by side. Feeling frustrated!
