Repairs and replacements for doors and windows charged to the owners

This question is submitted by James G. out of California

The HOA recently added repairs and replacements for doors and windows to be charged to owners. This was done by amending the bylaws. Declaration defines Common Elements and Limited Common Elements. Doors and windows are not in either.

Can this be done this way? Amending the Declaration requires a super majority of 75% in favor. Seems improper to charge expenses outside of Common Elements.
