Association not properly charging owners for common area repairs


Question:

Our condo association is charging unit owners back for repairs that are made to common areas. What they are doing is paying for the repairs out of the common charges, then charging those repairs back to each unit owner, so it makes it look like their full common charge is not paid.They have now started foreclosure procedures on 14 unit owners, saying they are in default on their common charges! Our bylaws specifically state that this is not how our association is to work. The current board has even been voted off, but they refuse to leave--that's a whole other issue! The new board is in the process of finding a new attorney represent them, but until then, these illegal foreclosures have to stop! Any help will be greatly appreciated.
